How does Resident Withholding tax work?

I don't fully understand how the withholding tax on shares, introduced last year works.

You have a net amount of dividend listed as usual- 10c a share net for example equals $100 for a 1000 shares - but you actually get back the $100 less the withholding tax. Why is the 10c net not adjusted to allow for the RWT because it isn't a net figure as it has always been in the past?

I know I should know... :oops:
